I have noticed the same thing with my Google calendar account, which my wife and I share. I don't notice the same problem with my Exchange calendar at work, so I would tend to think it is a Google issue. I didn't notice the problem until a month or so ago. In my case, when setting a new event, it does use the local time zone, but if I go back and edit the event, I have to manually change from GMT to the local zone. A hinderance, but now that I know how to deal with it, I do.
