Hmmm.

I just tried something different.
I *had* previously connected my laptop to my iPhone (and my iPad) hotspot(s) over Wifi, but couldn't do so recently.

I just tried a different approach, which worked.

Instead of clicking on "iPhone" under "Personal Hotspots" in the Wifi menu, I clicked on "Join Other Network", and entered (on the laptop) "iPhone" and the password the iPhone provided when I physically turned Hotspot on in Settings.

And it connected right away.

As though it had lost or forgotten the hotspot password, or that password had changed.
