If you mean by inactive, that after double tapping the Home button, you found a long line of apps.

The ones that are not currently in use are inactive.

Once you have them jiggling, you can quit them by tapping on the x that appears on them. As long as you do not touch the x, you can scroll them right or left.

What resolved your one-way hearing, in your thread "Subject: Re: [apple-iphone] Cant hear on one side"?
