Yes. He doesn't hear the echo/feedback because it's his phone that's transmitting it to you.
Speaker phone is just one possible cause. But the problem is with his phone.

The person on the other end isn't using speaker phone. She has a cordless phone and doesn't hear the echo, only me on my iPhone.
