Sure - if you get an iPad, mini or otherwise, there's an app for just about any reader out there.
Whether you can order directly from the reader or not, I don't know, but iPad has a web browser and I use it to order my son's books on Amazon.com all the time. Also used it to get one of his books from the iTunes store a few days ago and from Kobo.
