I was having this exact issue with my iPhone 5 and Verizon service,
about 50% of my calls went to voice mail. Apple agreed to a new phone
but felt that it was almost certainly a Verizon issue. I never needed
the new phone. Apple and Verizon's standard list of steps to solve
the issue were
Re-seat SIM card
Back-up and then restore the iPhone
Re-set network settings on iPhone 5.
Reset network setting AT THE VERIZON END
I did the above and still had issues. Verizon felt strongly I needed
a new SIM card, they gave me a new one and also reset the network
settings at their end AGAIN. I thought I had one more missed call but
I may have been mistaken, since that day all has been fine.
