It isn't a recurring or 'metionable" item - like tax and yes AT&T will
waive it "one time" if you call and ask them to. I had it waived once when
it was $18 and once for the iPhone 5 for $36 both times because I had to
make trips to the aT&T store and wait for ~an hour after ordering online
and not being able to upgrade.
