[apple-iphone] iPhone 5 and some calls going to voicemail

 

I am on my second iPhone 5 with AT&T. Some of my telephone calls are going to voicemail and the phone does not ring. Yes, the vibrate switch is switched off. I do get an audiable voicemail notification and when I look at the screen, I see a recent call. The signal strength is -103 dBm. Any ideas anyone? What signal level does one have to have before the system goes directly to voicemail?
