Probably because the orders arriving at the stores were scheduled months ago, before the individual placed their order.
One of the biggest complaints you will hear from the AT&T salespeople is that the inventory and the commission is low on iPhones compared to other brands. Maybe AT&T and the others are pushing Apple to fulfill their end of the contract to provide inventory.
