Thank you for you help. I knew I had to be missing something.
I called Apple Support and of course was directed to Customize Toolbar. I was trying to click and drag the "words" and that didn't work. I needed to click below the words and drag and that did work. :-) Anyway, I am happy to have it back.

The default toolbar IS the present toolbar and doesn't drag anywhere. If I try dragging the open tab up the whole window shrinks to about an inch square and when I click on that it reopens full size still minus the address bar.

Try dragging the default Toolbar up to the present Toolbar and you should see a green plus sign to set it.
