Yes, possible.

Yes.
Look in Settings — Cellular
Scroll down to the list of Apps that are or are not permitted to use cellular data.
Perhaps turn some off that are on.
Settings — General — Background App Refresh
Settings — iTunes & App Store
"Use Cellular Data" probably wants to be turned Off.
