My friend who lives in Vancouver WA and recently switched to CC told me that it uses the AT&T Network.

The AT&T Network is GSM. As is T-Mobile. And others.

A close friend and I both use Consumer Cellular -- he for well over a year, I for over six months -- and we are both very, very pleased with all aspects of the service, not least its pricing.
