I would call that "throttling". This removes any confusion with data "limits". I believe some broadband ISPs do the same.

They are not limiting the data but the speed. You have unlimited but after 5GB it may take you a "day" to download. They try to limit the media bandwidth hogs. Not fair but effective!!
