Resetting the Network has nothing to do with charging.
The OP also found it to be either the cable or the charger.

Vishal ShethSent From My iPhone 5I've had my iPhone 4S plugged for several hours. Battery wasn't discharged completely, had 32% battery when plugged into charger. After several hours it now reads 35%. I've checked the plug connections, all good.
Any suggestions?
