Restart it. Let it get discharged. Then charge and check. If this doesn't work then you'll need to reset network under settings and then general.  This should help.

I've had my iPhone 4S plugged for several hours. Battery wasn't discharged completely, had 32% battery when plugged into charger. After several hours it now reads 35%. I've checked the plug connections, all good.
Any suggestions?
