I just checked my iCloud backup and it hasn't backed up since the 26th Sep 2015.
I have an iPhone 5S running iOS 9.0.1.
It says there is 836 MB available.
I only have contacts and calendars turned on to be backed up.

A message on the phone settings/manage storage says that my next backup size is 0 bytes.
A reset did not resolve this issue.
The phone will back up to my iMAC.
