What is low power mode? On the laptops you can set different settings when on battery. And another for when plugged in. So would someone explain this low power mode?

Since upgrading to iOS 9, I've run into a very irritating situation. I turn on low power mode but it won't stay on. Reboot my phone or plug it in and low power mode shuts off.. Is there any way of telling my iPhone to stay in low power mode until I physically turn it off?
