Thanks to all who replied with similar problem and those who made suggestions.
My iPhone 5 backed up to iCloud this morning after I plugged the charger into it. It looks like the problem is resolved although I thought i resolved it once before. So if I go a few days without anymore failures I will consider this issue closed for me.
I tried to delete the iCloud backup but the phone said it could not do so. However, apparently the iCloud backup was deleted successfully.
Now I will post another issue that occurred after the iOS update.

Today I deleted my existing iCloud backup for this device, which I needed to perform from my iPad, since I could not do so from the iPhone itself.
I thought perhaps this was because I had changed the official "name" of this iPhone.
At any rate, after deleting the old one, my iPhone is having no trouble making a new iCloud backup.
