Its true
Basis is that if you are somewhere and the wifi is weak, it will use cellular if that is a better signal. Say I go outside at my home for a cold one in the sun, wifi is fine but weaker, my LTE is fast, maybe I will be on LTE and consume my limited cellular data. This function is on by default.
