Thats my thinking as well. Although if say a user was planning a lengthy day on the go, that scenario would allow a long day with power mode saving on? Having said that there are other ways to extend the battery, with a teeny cheap charger pack. The power mode may be solely for "oops. battery is low, help me stay up until I get near my charger, later"

Since upgrading to iOS 9, I've run into a very irritating situation. I turn on low power mode but it won't stay on. Reboot my phone or plug it in and low power mode shuts off. Is there any way of telling my iPhone to stay in low power mode until I physically turn it off?

I haven't seen this question asked, or addressed, before but I have to say that this doesn't surprise me.
Low power mode is not intended as the default condition, and there doesn't seem much reason for it when the device is connected to an external power source.
