Below is an article on how to sync Safari bookmarks between a Mac and an iPhone. If that is not what you want to do, follow the article and do the opposite of the instruction.

I have a manual backup of my iPhone on my iMac iTunes from the 17th Sep 2015.
From what I can see by googling the question of putting the old bookmark menu back,
it isn't possible???
What is the point of backing up the phone, if the backup information is unusable???
I'm confused and disappointed.
