Regarding "What is 'Other' storage"...
Not too long ago, I was wondering the same thing, and one of the things that I tried...
I did a complete backup of my iPhone to my computer and another to iCloud, then I "Erased all content and settings", then I restored the iPhone from the backup on the computer.
The amount of stuff in "Other" was substantially reduced!! There must have been a lot of history and logs and such that iOS had written somewhere to keep track of things.
