Yes, mine goes haywire pretty often. I was at the Apple store on 5th Avenue in NYC last week and an employee said that his does this too.
I sometimes exit the camera app, go to something else and then back to camera and then it works. Other times I have to shut down my phone or reset it and then it works. But it's a MAJOR PITA and I'm pretty unhappy about it. I have the 5S

Google tells me that some users reported that it was a hardware issue that required buying a new phone others suggested a software issue that can be fixed temporarily by downloading another camera app to access camera.
I tried but it doesn't work.
