I don't agree. Throttle when the cell you are connected to is at capacity, when the backhaul is at capacity, or when the network interface is at capacity. Otherwise there is no point other than being mean.
Or greedy. Since corporations don't have hearts, I think it is the later.
Granted there can be bottle necks in capacity in certain areas, after all they have to install, maintain and upgrade the cell towers, but then the slower data speeds would only be temporary.
It is kind of like expecting to find a cell where the permanent population is less than 50 people per square mile. It is not a reasonable expectation on the consumers part. That is why the coverage map for the various cellular providers have blank areas, even with partnership or sharing agreements between various providers of similar transmission types, there will be "no coverage" areas.
