Check that "do not disturb" is turned off. Either for all or just for your number.

In Settings>Sounds> The text tone is shown as tri-tone and also classic and makes a sound when I try it on her phone.
But if I send a message from my phone, she gets the message but no notification.
Anyone help with this mystery?
