I don't think it's possible. If data if off then it cannot be used. If you have some more info, screenshots then do share.

That is one reason I'm afraid to switch carriers! Someone else will have to comment, but I'm not sure data roaming needs to be on unless you are traveling. Is that correct? I often turn off cellular data for apps that I don't use a lot. I get a message if I am out of the house and need a particular app and then I turn it on.Ellen
