Correct me if I'm wrong but it sounds like you're talking about your son or daughter who has an iPhone and you want to monitor where they're at. The Find My Friends app will work but today's tech savvy kid knows about Find My Friends and knows how to turn it off. 

Find My iPhone is for finding your lost iPhone. You can use it to monitor where someone is, if they have their iPhone with them.  You can also password protect Find My iPhone so whoever has the iPhone can't turn it off. 

I have not looked into other apps that do that since I find that Find My iPhone does the job for me. I had to use it 2x since the app came out.  Once to find my iPhone in the house and once when I didn't know my iPhone had dropped out of my pocket in the park at Mare Island Naval Base in Northern California. Worked well each time.

I was looking for an app that would be for "phone tracking".  I have found several that each party knows.....I am wondering if there are any out there that you know of that the other party would not know.  Fox example, my daughter is on my plan and I would like to have it on her phone without her knowing it ...if that is possible.

What do you mean by "track"?

With iCloud, you can GPS track any iOS device on the account, if "Find My iPhone" is turned on ON the device.

And when you use the feature to locate a device, the user is not alerted to that, unless you choose to send it a command to beep.
