WiFi only iPads can use SMS if they are running the newest software that enables Continuity. Here's how it works:

That was my suggestion, but they can't do that as their iPads are WiFi only, so cannot use SMS.

Then don't turn off iMessage, but turn on "Send as SMS", which it will only do when needed, and work in iMessage the rest of the time.
