What ever it is for, if the OP were to tap on the header, it will probably take him to the app that is causing it.

I'll defer to you guys on the Hotspot answer. I've never activated Hotspot (still grandfathered on unlimited) and I'm still on a 5S. But on my 5S when Maps is activated but not the active app, the header is blue.
