I'll agree with JIm.

I aways have a header, it turns blue when I have personal hotspot turned on, and green when I am on a call but doing other things with the phone. It might be other colors depending upon your background color, but I don't know.

The only times I have seen a blue header on my devices is when I have activated the hotspot feature, and another device has connected to use its cellular connection.

Settings — Personal Hotspot
(5th item from the top on my Settings page)
