In GSM, SMS comes on signalling channel and does not constitute data.
If you turn off cellular data then you still can receive incoming voice calls since you are still tracked and are registered in each cell you move to.
Can you not make an outgoing phone call, if you have turned off your cellular data?

SMS messaging is a carrier-provided service.
If you turn off cellular data, which is your only non-voice connection to your carrier, you will not send or receive SMS messages.
Period.
