It's called Launcher. It allows you to put app icons in your notification section of your iPhone.  I put an icon in my notifications that when tapped will call my Dad. I've also put Tweetbot in notifications so that when tapped it launches Tweetbot. It's an app that launches apps.

If you sync your iPhone to your Mac, it should ask if you want to copy over the new app.

BUT...   if Apple removed it from the App Store, there is usually a good reason. Be careful with that app.

I downloaded an app a few days ago via my iPhone. Apple removed it from the App Store. I have the app in an iCloud backup. If I backup to my computer, can I then see the app when I go into iTunes Apps on my computer?
