It's called Launcher. It allows you to put app icons in your notification section of your iPhone. I put an icon in my notifications that when tapped will call my Dad. I've also put Tweetbot in notifications so that when tapped it launches Tweetbot. It's an app that launches apps.

Would it be prudent to wipe it clean of my apps and data and return to default settings? This will be the first time I've turned a used iPhone over to the carrier for an upgrade.
