From what you said, you deleted the photos from the iPhone, but used your PC, and deleting the photos from Windows Explorer. When you do that they are gone from the phone, but when you sync, they will sync from the photos in iTunes/iCloud TO the phone.
I think you need to delete form the iPhone, in the Photos app. Open the app, touch Select on the top right and you can tick the photos to delete.

I can't seem to delete the pictures from my iPhone and computer. I deleted them from "computer" when the iPhone was attached to the computer. they didn't show up on my computer any more, but remained on the iPhone. I then did a sync, and instead of deleting the ones on the iPhone they all came back to the folder that shows up under "computer/iPhone." How do I get rid of them, since I have uploaded them to my C: drive and backed them up, so I don't need them on the iPhone any more. thanks for help.
