I have been with AT&T since 2005. I have not used the Next plan, it was not available when I got my last phone. 

(Long story, but one of their towers was down, but they blamed the problems on my iPhone 3GS. I was going out of town for 3 months on a contract job and needed a reliable phone. AT&T telling me, Apple Genius and myself all thinking the almost 4 year old phone was dying, so I got a new phone. The next day AT&T admits one of their towers was failing.)

I have had only 3 phones in 10 years, and I have gone month-to-month 3 times. (Treo 650, iPhone 3GS and 4S.) The longest contract they have offered was 2-years, but I have had each phone for about 40 months. You do the math. That means I have had for about 16 months each as an off-contact/non-susbidied phone, and yet they have never lowered my plan rate. And I held on to the grandfathered "unlimited data" plan until about 2 years ago. 

So unless they have a secret, under the counter, special deal, I never got a better rate for having a BYO or paid off phone. AND I have asked repeatedly if there was a discount for BYO.

If they are now offering lower rates if you BYO or pay off your phone, then all I have to say is, "About (explicative) time!"

Don't know how it is where your are but AT&T has been offering $25 off the $40 access fee here for a long time if you switch to the Next program or bring your own.

I don't know about other carriers but AT&T does reduce your bill at the end of the contract. I was told mine would be reduced by about $25.

No, it means you go month to month at the same rate. No reduction because you paid off the subsidy. At that point they are no longer offering phones subsidized to the extent they did in the past. 

It actually sounds like a good thing. So start putting aside a little each month to buy your next cell phone. Remember it does not stop working the day it is paid off. Buy the next phone either out right or use the Next plan, since several said it appears to be a lower cost per month.

Change is not always a bad thing.
