[apple-iphone] Wi-Fi Assist

Just in case anyone does not know, Wi-Fi Assist (you can turn it off and on in Settings under "Cellular") is a feature of iOS 9 where cellular data will automatically be used to augment performance if your wi-fi connection gets weak.

This can be expensive if you have a plan (like mine) where you pay more money than you had planned for unexpected cellular data use. Some users got so upset that they sued Apple about it.

Originally (and maybe still now) the default is to have it set ON.
