That's only for apps, music, books.
In any case I did have that option turned off. Always do that.
The point is Apple can send you a system download to update your OS even though you do not originate any request for it.
I'll keep the iOS8 download on my iPhone 5S which Apple has sent until I am ready to install it but I just want to remove it from my iPad.
