As the iPhone is your main use device, you cannot I believe make it what everything else syncs to.
If you sync the iPhone, then purchases will go to your Mac for backup, not use. If you set iTunes to add purchases to other devices on the Apple ID then you are achieving some of what you wish to. The iPad will get what you added to the iPhone. The Mac doesn't use iOS so you cannot use apps/share apps that you got on the iPhone/iPad.
If you use iCloud, you can have the iOS and Macs syncing data such as Contacts, Bookmarks, etc

I would like to have my iPhone act as the main device and sync to my MacBook Air and iPad.
Is this possible? If so, may I ask how? (The default seems to be that my computer syncs to my iOS devices). I have the latest iOS release on all my devices. My iPhone is the 5S.
I thought I read a comment in this group stating that this can be done but I have been
googling it and plowing through iTunes Help all morning but haven't found anything that mentions this.
Any help will be greatly appreciated!
