I've heard some stories that call what your experancing " battery churn ". The proposed cure is: Once the iPhone is fully charged after you remove it from the charger you should turn the iPhone off for at least :30 then power it back on. ( If it's a GSM iPhone this should be done once a day anyway to allow it to reregister with the network ) Any way this is what I've read, and really nothing to loose, give it a try.
