I would go for the 6s, not the 6,as it's a year newer and has 3D touch and a better camera, but a 6 with new battery for $250 sounds good (how much storage does it have?).
The 4s used a micro-SIM whereas all later iPhones use a nano-SIM, so you can't simply switch the SIM. Your network should be able to send a new SIM at no charge (in theory you can trim the SIM yourself but it's difficult without the right tool).
Without a SIM an iPhone becomes an iPod touch, so yes, you can use the 4s as you describe.
