This is not to say my iPhone doesn't have a passcode, but that has nothing to do with the SIM card.
(This might not apply in the US as it could be a cell network option.)
There is an option, at least here in the UK, to "lock" the SIM with a PIN independent of the phone's (any platform) normal passcode (or other security). The idea is that if the phone is ever shut down (not just in sleep mode) and then restarted, or if the SIM is transferred to another phone, the SIM cannot be used until the PIN is entered. It's another level of security to protect you against theft of your phone or just the SIM.
