As someone who won't be moving to iOS 11 anytime soon, i've got a iPhone 4s, what are you speaking if? 

Has the App Store been moved, or what, is there s new mechanism for upgrades & new app installs?

I had deleted a lot of apps prior to updating to iOS 11. I found that if I go to the App Store and look at "purchased apps - not on the iphone" I can download those apps that developers have made compatible since my ios11 install.
