Apple has removed the app store from iTunes 12.7. Apps must be purchased and updated from the phone only. I have heard nothing about how long Apple is going to support earlier versions of iTunes.

I had deleted a lot of apps prior to updating to iOS 11. I found that if I go to the App Store and look at "purchased apps - not on the iphone" I can download those apps that developers have made compatible since my ios11 install.
