The way to get to your apps that have been moved to the cloud to offload them from your iPhone or iPad is to go to "updates and tap on the icon in the upper right corner of the screen. However, if you have "don't allow changes to apps" enabled in restrictions that icon is no longer there. You have to go into restrictions and "allow changes to apps" for it to appear. If you stil want to "not allow changes to apps" you have to go back into restrictions and reenable it.
