On the phone. Go to the update section of the App Store. In the upper right hand corner there will be an icon for your Apple account ( I have a picture of myself). Click on it and you will see a "purchased" name with an arrow to the right. Click on it and it will list all your apps purchased. There is an option next to it for apps not on iPhone.
