Oh, I tried that and also did a soft reset with the phone and also shut off iMessage and turned it back on and did all updates and none of it solved the problem. I figured it's something I need to just live with. But I did think I may talk to AT&T about it.

Try resetting the network settings. Settings>General>Reset>Reset Network SettingsYou will have to re-enter any saved wifi passwords after you do this.
