Try resetting the network settings. Settings>General>Reset>Reset Network Settings

You will have to re-enter any saved wifi passwords after you do this.

Thanks Brent. I will call Apple support tomorrow. The AT&T rep I spoke to at the store said that he was experiencing this on his iPhone as well.

I text a lot and have not seen a problem. I did a Google search and did not fine anything about delays after 2013. AT&T employees are told to sell other than Apple. Call Apple support or go by an Apple Store.
