The same thing started to happen here on my 5S when I installed iOS 9. Now I am on iOS 9.1. It happens in the native Apple Mail app.
I have email accounts at gmail and yahoo mail that both feed apple mail. Photos from both fail when I look at them in apple mail..
however there is no problem switching orientation when using the gmail or yahoo mail apps...
I have not lost any sleep over this issue. And the pictures look better on my Mac.

On my iPhon 6s when I "tap to download" a photo emailed to me it appears but when I turn the phone to landscape mode the photo reverts to "tap to download" At that point I no longer can open the photo in either orientation Anyone else have this problem? Is there a fix?
