I have an unlocked iPhone 4 and want to use it overseas just for a phone (no internet). Can that be done, or must I get the chip with internet?
There is no "chip with internet".
Internet connectivity comes with an iPhone's cellular connection.
You can, of course, turn Cellular Data off and on in Settings on the iPhone.
