If you want to keep your data usage low, turn off cellular data and data roaming. Also turn off the automatic update of apps, and go through your apps and check to see what uses cellular data.
Yes, to check your email away from WiFi, you will have to temporarily turn cellular data on.

To my surprise I found I am using data usage when checking email while on home WiFi, even with the Cellular Data turned off.
