You have to sync after a restore to put the apps back.
I have an iPhone 5S running iOS 7.1. It's a 32GB Sprint phone. My MacBook Pro is OS 10.9.4, with iTunes 11.3.
Yesterday I had to wipe it after a network reset and a complete reset didn't solve my problem, which was that one email account kept downloading a month of mail after I deleted it. I use POP for my email.
I wiped and restored my iPhone 5S last night before going to bed. When I woke up and tried to complete the process, I found that the apps were all greyed out.
I logged into the App Store, and it said that it was unable to complete the process. Then the App Store said that I need to restore the apps using iTunes 11.3. When I looked at the list of apps in the left panel of the apps window in iTunes, there were only 3 apps. In the right panel, all of my Home Screens appear the way that I want my phone to be.
I want to get everything onto my phone without undoing anything in iTunes. Why can't I click the Apply button, and do a one-way sync?
